Minimum Qualifications :

Bachelor's Degree in transportation, management or a related field. A minimum of five (5) years of work experience in a transportation operations or related field, with a minimum of (4) four years of supervisory experience in a Rail Transit operational environment is required. Experience in administrative procedures, i.e., budget, cost control, payroll, interviewing, conducting investigations, report writing.

Or, an equivalent combination of post-high school education and a minimum of nine (9) years of work experience in a transportation operations or related field, with a minimum of (4) four years of supervisory experience in a Rail Transit operational environment is required. Experience in administrative procedures, i.e., budget, cost control, payroll, interviewing, conducting investigations, report writing.

License:

Possession of a valid motor vehicle operator permit from the employee's state of residence.

Mission Essential Designation:

In accordance with the Washington Metropolitan Area Transit Authority's Continuity of Operations Plan (COOP) this job has been identified as critical to mission essential functions. Incumbents in this role may be required to report to or continue to work in the event of authorized office closings or service suspensions due to severe weather, natural disaster, fire, operational emergencies or related events.

Job Summary/Duties:

This is responsible supervisory technical and administrative heavy rail operations work. The incumbent is responsible for assisting in directing and controlling, through subordinates, the day-to-day activities of Train, Yard, Terminal, Road and Station Operations for a segment of a rail line, and for planning and directing the resources required to provide optimal service performance and for identifying and resolving service issues to meet established schedule requirements.

The incumbent implements and modifies operating plans and procedures to ensure activities are conducted safely and in conformance with accepted practices and guidelines. The incumbent will also assist the Superintendent with providing performance feedback to employees using several methodologies, i.e., coaching, counseling, performance management, etc. to address performance issues and to recognize proper performance. The incumbent will work closely with the Superintendent to ensure a high level of customer service is provided to the public. The incumbent will take appropriate action within the established guidelines and will be evaluated accordingly. The incumbent has latitude for independent judgment and action within the guidelines provided by the Superintendent Field Operations.

Exercises leadership and supervision over a Rail Transportation Division which is composed of chief rail supervisor, operations supervisors, train operators, station managers, depot clerks, division clerk and supply runner.

Reviews daily and other operations reports to ensure work is accomplished properly and effectively and within established guidelines.

Partners with Rail Car Maintenance (CMNT) personnel to ensure that car requirements are met for normal and special events.

Maintains close liaison with other operations and maintenance departments in the execution of responsibilities.

Provides clear expectations, constructive feedback, coaching and guidance in order to properly motivate employees. Provide the tools and resources necessary for employees to perform their duties.

Assists the Superintendent to maintain control over fiscal responsibilities of the division to include ensuring all work assignments are filled, monitoring overtime and non-productive time to ensure scheduled service is met,

Monitors productivity and establishes specified work standards, goals and objectives to ensure that all activities are accomplished safely, efficiently, economically and in conformance with assigned mission.

Prepares and assigns personnel for support of shutdown, special events, new phase openings, emergencies, contractor activities, testing and other activities which impact service.

Evaluates and discusses performance with subordinate personnel, recommending commendations or disciplinary action as appropriate. Discusses complaints and grievances (first step) with employees or their representatives in accordance with established collective bargaining agreements.

Prepares various reports related to activities and performs related duties as required. Analyses operational data to identify problems, and recommend and enact solutions.

Enforces safety rules and recommends changes to improve operating and safety procedures. Implements contingency plans and makes changes to scheduled service to minimize service disruptions.
