DCS is looking for a FMS program analyst to provide analytical support to the full spectrum of security cooperation, defense exportability, and FMS matters for an Army acquisition project management office.  Role will include serving as a subject matter technical expert in FMS processes, export controls, and security cooperation policies. 

Essential Job Functions:

Offers expert technical advice to government officials on weapon system exportability and FMS matters.

Drafts and delivers briefings, information papers, reports, and correspondence.

Plans and facilitates meetings and working groups.

Liaises with industry, Army customer, and other government agencies as needed.

Assist with planning, organization, and control of FMS case requirements, as well as future sustainment support

Develops plans, including schedules, and monitors essential FMS case milestones and tasks to meet contractual/project requirements for assigned program(s).

Performs administrative and analytical tasks to support development of Technology Transfers, Delegated Disclosure Authority Letters (DDL), Third Party Transfer requests, and Committee on Foreign Investment in the U.S. (CFIUS) submissions.

Conducts research and performs program evaluations affecting the development of long range program plans.

Evaluates the suitability of readiness of FMS Cases for offer and/or implementation.

Identifies problems and issues that require further study or remedial action based on the results of various analyses.

Provide and update briefing documentation for, and attend meetings associated with all acquisition aspects of PM PNT products to include such meetings as IPTs; reviews leading to and including Milestone Decisions; PNT product contractor reviews; Weapon System Reviews (WSRs); POM reviews; budget reviews.

Required Skills:

Due to the sensitivity of customer related requirements, U.S. Citizenship is required.

Bachelor's degree with a minimum eight (8) years program/product management experience with DoD acquisition programs.

Must possess a Secret Clearance.

Must have experience working with the Defense Acquisition Process as well as Security Cooperation/Assistance programs and procedures, to include the processing and development of Letters of Request (LOR), Letters of Offer and Acceptance (LOA), Pricing and Availability (P&A), and case amendments and modifications.

Experience working with the Security Assistance Management Manual (SAMM), International Traffic in Arms Regulation (ITAR), Arms Control Export Act, and Foreign Assistance Act desired.

Creating, reviewing, and providing recommendations for acquisition programs, including participating in the development of program objectives, integrated master schedules, budget requests, strategies, program documentation, program briefings, business case analysis, acquisition planning, policy implementation and achievement of milestone objectives for PM PNT products.  Reviewing and providing guidance for and updates to program documentation such as acquisition plans, acquisition strategies, and justification and authorizations (J&A).  Assisting in the preparation of, and provide recommendations for, the formulation of short and long-range programs.

Creating, reviewing, and providing recommendations to acquisition and milestone documentation in support of PM PNT product Planning, Programming, Budgeting and Executive (PPBE) Processes.

Must have expert knowledge of the DoDI 5000.02.

Must have experience with developing, reviewing and giving presentations/briefings to senior management.
