Job description

  • Consults with senior staff and verifies IT hardware and software technical requirements are correct and obtains competitive price quotes for both hardware and software from the designated value-added resellers.
  • Confirms quotes received are consistent with the requirement submission.
  • Maintains and error checks data in a shared repository around asset management, lease status and maintenance status.
  • Verifies all aspects of the order, including pricing to ensure conformance with company policy while maintaining a high level of customer satisfaction and responsiveness.
  • Works with hardware lessors as appropriate to obtain leasing quotes and coordinate finalization of all leasing documents Prepares purchase requisitions for successful hardware or software bids and ensures purchase orders are appropriately issued.  May update lease data in contract repository.
  • Read and interpret basic contract terms and conditions regarding renewals, pricing and due dates.
  • Review Statements of Work and modify to conform to Blue Shield standards.
  • Run ad hoc reports from various IT systems, create custom spreadsheets in Excel with formulas, pivot tables etc.
  • Review software maintenance renewals for accuracy, completeness and competitive pricing
  • Analyze and interpret data and make recommendations based on the information.
  • Appropriately communicate and educate members of other functions on IT sourcing policies, procedures, processes, and practices.
  • Acts within defined policies and guidelines.
  • Ability to work independently with minimal supervision.
  • Ability to establish and sustain a positive influence on the performance of others within IT, the company, and vendors.
  • Anticipates problems and initiates actions to ensure customer orders are processed efficiently
  • Other duties as assigned.
  • No direct supervisory responsibilities.
  • Will be responsible for directing others on appropriate company sourcing and vendor management policies, procedures, and processes.

Job requirements

  • Bachelor’s degree required.
  • 5 years of experience in procurement and contracting with technology related contracts.
  • Ability to balance need to deliver solid operations while constantly driving change to improve effectiveness.
  • Knowledge of strategic sourcing processes and practices.
  • Conceptual, analytical and problem-solving skills.
  • Strong written and verbal communication, planning and organization skills.
  • Ability to read and interpret contract terms and conditions.
  • Outstanding diplomacy skills.
  • Knowledge of information technology processes and practices such as the software development life cycle, competitive and ethical procurement, software licensing (perpetual, subscription, term etc.), etc.
  • Knowledge of various contract types (fixed price, T&M, labor hour, cost reimbursement), the differences between them, the risks and benefits of each type, when it is appropriate to use them, and what elements are required to effectively implement each type.   


  • 5 – 8 years of experience supporting IT procurement and contracting processes, including hardware and software.
  • Experience working in a services company, preferably in a regulated environment (health care, financial services, etc.)
  • IT experience including review and preparation of technical statements of work.
