To solve the problems generated by NSA's mission, mathematicians draw from a wide body of mathematical knowledge, including number theory, abstract algebra, graph theory, combinatorics, analysis, probability, statistics and more. However, the essential ingredient to the solution of a problem is often not mathematical knowledge per se, but the keen analytic ability that a mathematician possesses through training and talent.
The professionals at the National Security Agency (NSA) have one common goal: to protect our nation. The mission requires a strong offense and a steadfast defense. The offense collects, processes, and disseminates intelligence information derived from foreign signals for intelligence and counterintelligence purposes. The defense prevents adversaries from gaining access to sensitive classified national security information.
In support of the Agency mission as a whole, Operations Research Analysts leverage analytic tools to facilitate data collection management, data analysis, advanced analytic studies tool development, metrics, and forecasting. Further, Operations Research Analysts support the mission by analyzing, developing, and applying mathematical/statistical or computational methods and lines of reasoning to provide support to independent studies, analysis of alternatives, economic analyses, and program budget development.
Two primary organizations at the Agency employ Operations Research expertise:
The Business Analysis and Optimization Group develops and provides cost estimates as well as financial data analyses to inform senior leader resource decision making. We rely on the skills of our business and analysis professionals to support the internal infrastructure of a federal agency comparable in size and budget to Fortune 100 companies.
The Enterprise Operations Research organization, provides short-term operations research support to organizations across the NSA extended enterprise, leveraging applied math, statistics, data science, and decision analysis expertise to provide insight and to improve the way NSA operates. In this organization, Operations Research Analysts have the opportunity to work with a variety of customer organizations spanning the Agency and learn about a variety of mission areas.
Our operations researchers typically work multiple projects at any given time. In addition to supporting projects as a member of small project teams, they also have the opportunity to lead small teams. They also assist leadership in defining new customer questions and determining the technical approaches. Analysts have the unique opportunity to hone expertise on a wide range of mathematical, analytical and scientific methods and techniques as well as learn customer relationship development and project management basics.
Description of Position
As an Operations Research Analyst, you will plan, develop, implement, document, and maintain decision models, cost/financial methods, models, and strategies and perform predictive and prescriptive data analyses to enable decision making by senior NSA leaders. Operations Research Analyst responsibilities include:
- Analyzing data using mathematical/statistical methods
- Identifying relationships, trends, and patterns in, or draw conclusions from, information
- Modeling processes and identifying bottlenecks
- Performing exploratory data analysis and producing visualizations
- Performing decision analysis and portfolio analysis, and producing resource allocation recommendations
- Develop prototype solution underpinned by data science, mathematical, statistical, economic, and/or engineering techniques
- Developing custom decision models to empower senior leadership to make effective strategic decisions
- Implementing qualitative and quantitative methods for characterizing large datasets in various states of organization, cleanliness, and structure through analytic modeling, scripting, and/or programming
- Applying mathematical principles to develop deterministic, stochastic, or rule-based models of systems or networks
- Applying data-analytic techniques to analyze, visualize, and summarize complex data to draw conclusions
- Developing and employing parametric or nonparametric probabilistic models of static/dynamic data or systems
- Evaluating and developing (using mathematical, statistical, economic, and engineering techniques) cost models and cost estimating relationships on efforts that reflect schedule, performance, and economic factors
- Demonstrating knowledge of the theories, principles, and practices of cost analysis in support of the development of cost estimates that includes data collection, data normalization, data analysis, risk analysis, sensitivity analysis, and/or Earned Value Management (EVM)
- Demonstrate knowledge of the theories, principles, and practices of cost analysis in support of the development of cost estimates that includes data collection, data normalization, data analysis, risk analysis, and sensitivity analysis
- Evaluate and develop (using mathematical, statistical, economic, and engineering techniques) cost models and cost estimating relationships on efforts that reflect schedule, performance, and economic factors.

- Financial or business-related computer software, to include the Microsoft Office suite of tools plus add-ons (e.g., Power BI, Power Query/Pivot, @Risk)
Government Planning, Programming, Budgeting, and Execution (PPBE) process
- Evaluating contractor cost accounting systems for cost, schedule, and performance
- Building, improving, and maintaining cost databases, models, and cost estimating relationships used in the development of cost estimates
