Overview

The SharePoint Content Manager is responsible for managing the day-to-day SharePoint content related activities of the Influenza Division (ID) of the National Center for Immunization and Respiratory Diseases (NCIRD) as part of the Center for Disease Control and Prevention (CDC).  This position collaborates directly with the user community to determine the scope, requirements, data elements / content, and automated workflows for project-based continuation of the current Microsoft SharePoint divisional portal.

ESSENTIAL DUTIES AND RESPONSIBILITIES

Essential duties and responsibilities include the following.  Other duties may be assigned.

Consults with Influenza Division researchers, epidemiologists, Office of the Director (OD) staff and the existing National Center Informatics SharePoint development team to determine the scope, requirements, data elements / content, and automated workflows (if applicable) for project-based continuation of current Microsoft SharePoint divisional portal.

Updates division level portal information content on a daily basis (i.e., news articles, events, updates, features, messages, videos, division publications, RSS feeds, links, etc.).

Generates design and functional requirements for the SharePoint portal based on standard usability guidelines and in accordance with CDC and the National Center Informatics SharePoint team policies.

Specifies modification tasks for division SharePoint portal as new requirements arise in accordance with Division needs.

Specifies modification tasks for division SharePoint portal to correct defects or deficiencies in accordance with Division needs.

Obtains approval from the Contracting Officer Representative (COR) or technical advisor before modifications or enhancements are submitted to National Center Informatics SharePoint team.

Consults with the National Center Informatics SharePoint team to fulfill modification requests using standard operating procedures prescribed by the team.

Establishes test scenarios and performs portal functional testing to validate delivered draft and final portal components requests using standard operating procedures prescribed by the National Center Informatics SharePoint team.

Completes functional testing and validates that all delivered portal components perform as required.

Provides training to end-users at the completion of portal phases, or addition of new functionality, prior to going into production. Ensures the training plan is approved by the COR or division technical advisor before training begins.

Develops standard operating procedure (SOP) documentation for use of new portal features and functions.  Ensures that documentation is up to date and maintained on the division SharePoint portal.  

Plans daily activities within the guidelines of company policy, job description and supervisor's instruction in such a way as to maximize output.  Responsible for aiding in own self-development by being available and receptive to any training made available by the company.

Responsible for keeping own immediate work area in a neat and orderly condition to ensure safety of self and coworkers. Will report any unsafe conditions and/or practices to the appropriate supervisor and Human Resources. Will immediately correct any unsafe conditions as the best of own ability.

 

EDUCATION / EXPERIENCE

Bachelor's degree in Information Technology, Business or a related field of study and a minimum of two (2) years relevant experience as a business analyst related to SharePoint development projects, preferably in a government setting; or equivalent combination of education / experience.

 

CERTIFICATES / LICENSES / REGISTRATION

Must be able to obtain government security clearance

U.S. Citizens / Green Card only due to government or federal requirement

JOB SPECIFIC KNOWLEDGE / SKILLS / ABILITIES

Advanced operational knowledge and understanding of SharePoint object models and systems development life cycle (SDLC)

Proficient skills in developing and deploying SharePoint solutions

Proficient knowledge of SharePoint 2010 and 2013 as well as related technologies (i.e., Web Parts, Event Receivers, Master Pages, MMS, SharePoint Designer)

Operational knowledge and understanding required to create site definitions and SharePoint site configurations / customizations

Working knowledge with ability to develop Windows SharePoint (WSP) packages for deployment to staging and test environments

Knowledge and understanding of SharePoint security

Excellent critical thinking, problem-solving and analytical skills with ability to identify problems, determine accuracy / relevance of information, evaluate alternatives and make recommendations

Excellent verbal, written and graphic design communications skills with ability to create and maintain sites that present the required information in a user-friendly format

Excellent customer service and consulting skills

Ability to work directly with the user community to gather requirements, solve problems, document business processes, and provide training

Ability to work from a project plan as well as to assess needs, provide assistance, resolve problems and satisfy expectations

Ability to organize work, set priorities, handle multiple projects and complete assignments within the established timelines

LANGUAGE SKILLS

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public.                                                               

 

MATHEMATICAL SKILLS

Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

REASONING ABILITY

Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
