Wholesale Manager- Engineering JD

Plans and directs all aspects of Circuit Design Engineering and Transport Provisioning activities within functional group. Ensures all projects, initiatives, and processes are in conformance with established policies and objectives. Analyzes data that requires evaluation of a variety of factors to determine productivity, trends and continual improvement efforts. Acts as advisor to subordinates to meet schedules and/or resolve technical problems. Establish and maintain positive and productive working relationships.

This management role is specific to Circuit Design Engineering and Transport Provisioning installation functions for CLEC territories within the Wholesale Service Delivery organization.  Oversees department functions and processes ensuring service delivery objectives and initiatives are met.  Monitors daily Provisioning and Test & Turn Up of all data services, as well as transport DS3 to OC192 and GIGE to 100GIGE and Ethernet circuits for both on and off-net customer based and internal services.

Interfaces with other Service Delivery teams; Sales, Order Management, Engineering, Operations, and other telecom service providers. Maintains staffing requirements by interviewing and hiring.  Manages staff of 10 engineering direct reports. Participate in the development of procedures with other work groups such as flow thru management for general circuit installation, pre and post integration processes, best practice for existing and new products. 

Essential Job Functions:

  • Review/manage CDE task completion on OM report, prioritize new and/or pending escalations.

  • Team responsible for working with LEC’s, IXC’s, vendors, internal departments, and customers to successfully test and turn up new services as required.

  • Monitor provisioning work queue for new orders and work as they come due.

  • Team utilizes the trouble ticketing system to dispatch field technicians as needed. 

  • Follow prescribed escalation policies internal and external to ensure customer services are successfully provisioned within interval or commitment.

  • Provide leadership to team members,

  • Accept and manage escalations.

  • Ability to read and interpret drawings and schematic.

  • Knowledge of and experience with the MetaSolv Solutions (MSS) application a significant plus.

  • May have budget responsibilities to include expense control and adherence to project completion budgets.

  • Ability to speak with confidence and clarity to technical and non-technical contacts

  • Ability to identify gaps and raise to the appropriate groups quickly and with detail.



Qualifications

Education and Experience: 

BS/BA Degree or equivalent. 5 years’ related experience including 2 years supervisory experience, or equivalent Engineering / Technical and Management experience in related function.
